Abstract
Résumé Le monde des matières premières s’est transformé au cours des dix dernières années : le rôle des États producteurs, celui des États consommateurs et la formation des prix ne sont plus les mêmes. Dans ce contexte, la Russie dispose d’un sous-sol riche de métaux et de matières minérales stratégiques. L’Europe peut-elle l’encourager à les exploiter pour répondre aux besoins de l’industrie européenne mais aussi aux intérêts de la population russe ?
