Abstract
En Guinée Maritime, la gestion des ressources naturelles est clairement assumée par les autorités coutumières : ils ont une véritable considération de leur durabilité. Les limites du rôle joué par les pouvoirs déconcentrés et décentralisés au niveau local, ainsi que le manque de considération des pratiques autochtones, sont d’autant plus dommageables. L’Etat, n’ayant les moyens ni d’assurer sa présence au niveau local, ni d’avoir une connaissance fine des pratiques à ce niveau, semblerait effectuer une opération pragmatique en s’appuyant sur les structures locales qui poursuivent le même objectif, à savoir assurer la durabilité des ressources. Se pose alors la question des modalités de participation des populations locales dans les politiques environnementales.
