L’article porte sur la perception du risque dans les sociétés avancées et le contexte socioculturel qui construit cette représentation. L’auteure rappelle les travaux en sociologie de la culture et en philosophie politique sur ces deux sujets, et avance l’hypothèse d’une « culture contemporaine du risque et de l’insécurité » nourrie par les bouleversements dont la modernité avancée est le théâtre : développement illimité des connaissances, transformations technologiques, désuétude des institutions traditionnelles, fin du plein emploi. Elle propose une échelle de gravité des risques sur laquelle elle place ceux que l’on associe à l’usage et à l’abus des drogues, des risques qui lui apparaissent de niveau faible ou moyen dans l’ensemble. Elle met cette échelle en parallèle avec la réaction sociale à ces dangers ; ceux qui touchent la santé et l’environnement mobilisent certainement les populations et les gouvernants des pays avancés, mais l’économie de marché vient poser des obstacles majeurs à une action efficace dans ces deux cas. Par ailleurs, les menaces qui pèsent sur la sécurité économique et l’emploi ne semblent pas susciter la même « reconnaissance » et sans doute faut-il voir ici la force du néocapitalisme et de l’idéologie du marché qui rend les citoyens partiellement inconscients et les gouvernants impuissants.
