Alors que les supports électroniques connaissent une popularité grandissante et que les micro-ordinateurs tendent à devenir un moyen d’accéder à des sources d’information de plus en plus utilisé, certaines personnes s’interrogent sur la nécessité d’ériger, au XXI e siècle, de nouvelles constructions pour loger les bibliothèques publiques. À l’ère du numérique, tout le savoir de l’humanité ne pourrait-il pas être circonscrit sur un support électronique unique ou stocké dans l’espace virtuel ? Comme les spécialistes de l’information et les informaticiens le savent, nous sommes encore bien loin de la réalisation de ce projet utopique. Le caractère éphémère des nouveaux médias, la fragilité des collections numériques, jamais à l’abri des « accidents électroniques » (Manguel 2000, 43) et les coûts élevés associés au développement et à l’acquisition de l’équipement informatique capable d’emmagasiner une immense quantité d’information rendent impossible la création d’une bibliothèque virtuelle capable de remplacer les établissements actuellement en place. D’un point de vue technique, nous avons donc besoin de construire de nouveaux édifices destinés à la diffusion du savoir humain. Cependant, l’utilité des bibliothèques publiques dépasse largement l’aspect purement pratique, car ces institutions ancrées dans le réel, lesquelles jouent un rôle primordial auprès des individus qu’elles servent, comportent, entre autres, une dimension symbolique, une dimension sociale et une dimension institutionnelle.
