Abstract
À partir de l’exemple du Basic Income Grant, projet pilote de revenu minimum garanti mis en place dans un village de la Namibie entre 2007 et 2009, cet article propose d’explorer le renouvellement démocratique des pratiques par l’appropriation d’un pouvoir d’agir, à la fois économique, politique et social, par les populations exclues. Dans une perspective théorique, nous présentons diverses conceptions du revenu minimum garanti à travers trois modèles d’État. Nous recentrerons ensuite l’analyse sur les enjeux du passage entre idéal et réalité, entre action territorialisée et politique sociale, ainsi que sur les conditions qui permettent au citoyen de se placer effectivement au coeur d’un tel projet de lutte contre les inégalités sociales.
