Abstract
This paper focus on the majors functions of Integrated Coastal Zone Management (ICZM), as a concept that deals with varying scale territories for management or governance. We develop here two mains ideas. First of all, we present the slow transformation of coastal zone governance to the ICZM, and secondly the difficult junction between local public policies and sea/ ocean management in the Integrated Maritime Policy of the European Union. The choice of multi-scale strategies, management approach, conception and evaluation of the proximity in this concept, and the new strategy developed to realize the ICZM by different national comities in France, contribute to exploring more deeply the concept of ICZM, especially through culture aspects and junction of management issues in projects at local and territory scale. The linkage of ICZM with public policies at local level and sea/ocean macro-management, reveal the politic barriers in place on the road of integration, rationality and efforts of the actors of ICZM to reduce or eliminate those barriers, particularly by renew conceptual and instrumental tools for coastal governance.

Teacher imitationNot calibrated prevalence, not ground truth. Human validation pending. Learned from the 10,348 direct Codex labels and 10,348 direct Gemma labels. Candidate is the union of thresholded teacher heads; consensus is their intersection. These outputs are machine_predicted_unvalidated and are not human labels or direct frontier model labels.

Machine scores (provisional)
The two teacher heads of the student model, read on this work. A score orders the frame for review; it never asserts a category, and the validation status ships verbatim with every row.
Baseline scores from an immature model (maturity gate not passed, 7 training rounds). Scores rank; they never assert a category.
score_only:v0-immature-baseline · verbatim from the scoring run: score_only means the number may rank works, and no category label ships from itClassification
machine, unvalidatedMachine predicted; both teacher heads agree on what is shown here.
