Abstract
Nesse artigo visamos discutir a efetividade do desenho de políticas públicas no desenvolvimento de sistemas de governo eletrônico1. Três chaves analíticas serão usadas para abordar essa questão. Inicialmente, definiremos o conceito de governo eletrônico e sua relação com o provimento e custo de informações para a sociedade civil e a temática da governança. Em seguida, contextualizado na realidade brasileira, discutiremos a expansão da Internet contraposta à questão da exclusão digital, com foco no custo de obtenção de informação por grupos assimetricamente capacitados. Finalmente, em um estudo de caso, trataremos da análise crítica de uma agência da esfera estadual, responsável pela implementação da experiência de governo eletrônico no Estado do Rio de Janeiro, aqui utilizada como proxy do caso Brasileiro. Buscamos, como resultado dessa abordagem, tanto um "mapa" do estado atual da questão e sua problemática, como também o estabelecimento de alguns parâmetros analíticos sobre o que seria um bom governo eletrônico. Concluímos o artigo com algumas recomendações.
