Dans cet article, l'auteure fait un retour critique sur la jeune histoire de la Commission femmes et ville de la Ville de Québec, une structure mise en place par la Ville de Québec dans la première moitié des années 90 dans le but de promouvoir la participation des femmes à la vie municipale et d'améliorer les conditions de vie des citoyennes de Québec. Sa collaboration personnelle à cette nouvelle instance municipale lui permet de jeter un regard éclairé sur les réalisations et les limites de cette expérience inédite au Québec. Elle met en lumière, entre autres choses, la difficulté à établir des liens étroits entre cette commission à caractère local et les groupes de femmes, plus actifs sur la scène nationale que municipale, ainsi que la très grande vulnérabilité de cette structure vouée à la promotion des femmes dans le contexte actuel d'austérité budgétaire.
