Este texto analiza de manera crítica las políticas de la biotecnología agrícola y el proceso social de construcción de posturas en torno a la regulación de los organismos genéticamente modificados (OGM) en Canadá y México desde la perspectiva de la gobernanza de la ciencia y tecnología, que se centra en la interacción entre política, ciencia y sociedad. Para tal propósito, se revisan las condiciones en las que se introducen los OGM, la construcción social de debate, el proceso de toma de decisiones, legislativas y jurídicas, el papel que juegan los principales actores involucrados, así como sus intereses y percepciones particulares, y las distintas concepciones en las que se basa la evaluación del riesgo. Se parte de la necesidad de un contrato social para la definición del riesgo socialmente aceptable que tendría que ser específica para Canadá yMéxico, y se analizan los avances que ambos países han tenido en función de sus especificidades. El enfoque analítico del trabajo es una combinación de elementos de economía política, el estudio social de la ciencia, la tecnología y la democracia deliberativa.
