Abstract
Pour mieux assurer son déploiement, tout nouveau paradigme tend à laisser de côté les exceptions pour mieux s’arrêter aux concepts permettant de mieux le distinguer. C’est ce qui est arrivé avec la théorie du développement ou de l’entrepreneuriat endogène, même lorsqu’elle s’applique à une métropole. Mais, à mesure que le paradigme se renforce, il convient d’analyser ces exceptions pour mieux comprendre que, si la synergie entre les ressources locales et ainsi le capital social créé, soutenue par les réseaux et la proximité, se développe, elle n’atteint pas systématiquement et en même temps toutes les parties du territoire. La question que nous voulons traiter dans cette note de recherche est donc finalement d’expliquer comment inciter ces zones comme l’arrondissement montréalais de LaSalle à profiter ou à suivre le courant pour ne pas prendre trop de retard ?
