Peter Graefe also considers the issue of social assistance, but from the perspective of the politics of scale literature. This literature analyzes how social relations play out across spatial scales and brings another dimension to political science literature examining relations across space, such as the literature on federalism and intergovernmental relations. Using this lens, Graefe examines the rescaling of social assistance that occurred with the decentralization of the Canada Health and Social Transfer in 1995, and argues that, while this restructuring involved a qualitative change in the nature of social welfare policy, the hierarchy of federal-provincial relations was ultimately not challenged.
