Abstract

Depuis quelques années, les thèmes d’intégrité et de reddition de comptes ont inspiré un bon nombre d’écrits théoriques. Le présent article, qui se veut davantage pragmatique, offre une réflexion sur ces thèmes. Un modèle idéal de dispositif visant à assurer l’intégrité et la reddition de comptes du service public est d’abord élaboré. Celui-ci est ensuite utilisé afin de comparer, sur une base commune, six types de dispositifs. Par la présentation d’exemples et de dispositifs provenant de différents pays, le niveau d’indépendance des six types de dispositifs face aux pouvoirs législatif et exécutif est analysé.
