Les institutions internationales de sécurité (IIS) importent considérablement aux puissances majeures même si ces dernières ne révèlent pas leur intérêt également en tout temps et en tout lieu. Cet article établit la problématique d'un projet de recherche à deux phases dont le but est d'expliquer pourquoi et dans quelles conditions six puissances majeures et une puissance moyenne ont recouru aux us durant la période immédiate succédant à la fin de la guerre froide. Il identifie les conditions de l'élaboration théorique de ce recours, les objectifs et la stratégie de recherche, ainsi que l'emploi d'une méthode comparative de quatorze cas différents au cours desquels ces puissances ont agi, ou auraient pu agir, à travers les us.
