Abstract
Militairement, le Canada n’a jamais agi de façon indépendante et il n’a même jamais envisagé de le faire. Cette dépendance se reflète naturellement dans le domaine du renseignement étranger, dont le développement a été fortement influencé par des contraintes de nature politique, mais aussi géographique. Entre le plus grand empire colonial du XIXe siècle et un voisin émergeant comme la grande puissance du XXe, le Canada a vu sa politique étrangère orientée, pour une très large part, par ces alliés dominants. Ces liens étroits ont souvent dicté les choix qu’il a faits en matière de renseignement, mais ils ont aussi grandement élargi ses possibilités d’acquisition et de traitement des informations recueillies.
