Abstract
Le concept du désarmement pour le développement est fondé sur l’idée du choix entre « le beurre ou les canons ». Les dépenses militaires étant généralement analysées comme des dépenses improductives et, donc, comme un gaspillage, leur réduction semble nécessairement favorable à la croissance de l’économie mondiale. Le désarmement, représenté par la réduction des dépenses militaires, constituerait donc un instrument de développement. Si, au cours de la décennie 1990, on a assisté à une réduction des dépenses militaires mondiales, il n’y a pas eu, pour autant, de réaffectation des sommes ainsi dégagées vers l’aide publique au développement : au contraire, cette dernière a également diminué au cours de la décennie et dans des proportions encore plus importantes que les dépenses militaires mondiales.
