Abstract
Les jurys citoyens berlinois (2001-2003) ont été une expérience innovatrice et poussée de participation citoyenne : innovatrice, car la procédure de sélection des citoyens a été partiellement basée sur le tirage au sort pour permettre une participation « représentative » des citoyens ; poussée, car on a donné à des « citoyens ordinaires » un vrai pouvoir décisionnel sur 500 000 euros sans les cantonner dans la pure consultation. Quelles sont les implications théoriques de l’utilisation du tirage au sort, notamment par rapport aux conceptions de la représentation politique basée sur une représentation « miroir » ? Dans quelle mesure le tirage au sort constitue-t-il une procédure proprement démocratique, et quelles sont ses implications par rapport à la démocratie participative telle qu’elle est expérimentée aujourd’hui ?
