En Costa Rica existe una pluralidad de regímenes, especialmente en el ámbito del empleo público, que salvo las prestaciones por desempleo, regulan el resto de los beneficios previstos en el Convenio núm. 102 sobre la Seguridad Social. Aunque se han llevado a cabo reformas reglamentarias atendiendo las observaciones de la Comisión de Expertos en la Aplicación de Convenios y Recomendaciones de la Organización Internacional del Trabajo, que han reducido sensiblemente aquellos aspectos de la normativa interna que no armonizaban con el Convenio núm. 102, las iniciativas legislativas más significativas que se han aprobado durante esta década, reduciendo los regímenes de privilegio, fortaleciendo el régimen general administrado por la Caja Costarricense del Seguro Social y creando un sistema de capitalización individual de pensiones complementarias, no han sido motivadas ni orientadas por aquella norma internacional.
