Abstract
La mise en place, en Occident, des premières politiques de prise en charge de l'enfance abandonnée et de la délinquance juvénile présente des traits généraux qui transcendent les États et les pays. Sans minimiser le caractère particulier du développement des politiques nationales en la matière, force est de constater que, dans chaque cas, une série d'enjeux remarquablement similaires se manifestent. Ainsi, on peut déceler un rythme commun à ces réformes, rythme modulé sur une série de ruptures significatives tant dans le regard porté sur l'enfance que dans les stratégies de prise en charge. Mais au-delà d'une certaine synchronie de développement, une série de questions communes se posent qui interrogent tant les frontières du pénal et du charitable que celles du privé et du public dans la mise en œuvre des politiques.
