Le champ politique en Corse semble irrémédiablement être celui du clientélisme et du népotisme : l’île, société segmentaire, engendre une représentation de l’organisation sociale qui légitimise ce type de pratiques, matérialisée au cours des siècles sous la forme du clanisme. Cette accréditation culturelle du clientélisme soulève tout particulièrement le problème de l’établissement de l’État de droit. Comment en effet instaurer une structure légale-rationnelle dans une société qui développe des valeurs qui lui sont opposées? L’analyse diachronique s’avère apporter des éclaircissements nouveaux à cette obscure et ambiguë situation insulaire. De fait, comme le dévoile l’histoire de l’île, la culture corse n’est pas opposée aux notions de démocratie et d’état de droit ; elle est même fondamentalement ancrée sur le droit par le biais de l’honneur, droit de chacun à être un être social à part entière. Face à cette autre conception des rapports sociaux, l’efficacité de cette panacée que serait la structuration weberienne moderne du pouvoir apparaît une fois de plus mise à mal…
