Começa por contestar-se o uso abusivo do termo desenvolvimento quando se está pensando em crescimento, apenas; e enunciam-se falácias, dilemas e heresias associadas ao conceito e à prática (política) do desenvolvimento. Contesta-se que os níveis de desenvolvimento continuem a ser aferidos fundamentalmente pelos níveis de rendimento; e, em todas as circunstâncias, até porque as perspectivas de crescimento são bastante pobres, advoga-se que o modelo de desenvolvimento passe a assentar mais na repartição, isto é, na distribuição da riqueza, como objectivo que promova a dignificação das pessoas: não é legítimo continuar a fazer esperar os mais pobres até que sejamos todos mais ricos.
