Abstract
L’objet de ce texte est tout d’abord de passer en revue des écrits récents en économie de la croissance et de la compétitivité pour identifier les facteurs qui semblent jouer un rôle clé dans le succès économique des nations. Ceci fait, il examine le lien entre ces facteurs et les compétences gouvernementales pour ensuite établir lesquelles de celles-ci, étant donné la spécificité du Québec en Amérique du Nord, devraient être du ressort du Québec. Étant donné les contraintes internationales (GATT, libre-échange, etc.), le partage souhaité ou nécessaire de certains pouvoirs avec le Canada, les écrits récents sur les déterminants du succès et de la croissance économique et sur le fédéralisme et la situation particulière du Québec, société francophone en Amérique du Nord, nous croyons que ce sont les compétences rattachées au capital humain, particulièrement celles portant sur la langue, l’éducation, la formation et l’immigration qui sont les plus importantes pour le Québec.
