Abstract
Pierre Laroque, directeur général des assurances sociales du ministère du Travail, est l’architecte du Plan français de Sécurité sociale de 1945. Sa conception de la protection sociale trouve son origine dans son parcours intellectuel et professionnel. Membre du Conseil d’État, sa formation en droit administratif et ses convictions solidaristes inspirèrent sa réflexion intellectuelle et son action publique. Durant les années 1930, il fut un partisan d’un corporatisme qui devait pallier les lacunes du droit des conventions collectives en associant patrons et ouvriers dans la gestion des conditions de travail. Si Laroque se détourna du corporatisme, il demeura fidèle à ses principes sous-jacents, comme en témoigne le Plan français de sécurité sociale qui fit la promotion de la participation des intéressés dans le cadre d’un système institutionnel unifié.
