Abstract
Douze ans après que l’Assemblée nationale a adopté à l’unanimité la Loi sur l’équilibre budgétaire et depuis que le « déficit zéro » a été atteint, le gouvernement du Québec semble avoir déployé des efforts inouïs pour équilibrer son budget.Partant de ce constat, l’étude s’intéresse à l’aspect éthique de cette loi. Après avoir exposé succinctement ses paramètres et son intégration dans le discours budgétaire, elle tente d’en mesurer l’efficacité en observant si le gouvernement a dû effectuer des changements dans sa comptabilité afin de faciliter son respect et si cette loi a eu des effets positifs sur les finances publiques du Québec. Au bout du compte, malgré quelques critiques quant à certains choix comptables du gouvernement, l’étude indique une amélioration probante des finances publiques du Québec.
