Ce texte se veut un plaidoyer en faveur de l’élargissement de la participation citoyenne et du débat civique. Il prend appui sur les expériences récentes de démocratie participative au plan municipal, qu’elles soient initiées par les autorités politiques ou les citoyens et citoyennes. Il insiste également sur l’importance que revêt le développement d’une culture de la délibération publique à la fois en ce qui concerne l’élargissement de la participation citoyenne par l’inclusion de personnes et de groupes marginalisés sur le plan politique et en ce qui a trait à la politisation des citoyens. Pour ce faire, il aborde les conditions d’une délibération publique véritablement inclusive. Il se termine par une évaluation de l’apport d’expériences comme les Sommets citoyens ou le Forum social québécois à cette culture de la délibération publique.
