Modes of Inclusion and Exclusion: The Political Sociology of Regime-Type in Interwar Eastern Europe

Abstract
Whereas the master political cleavage in interwar Western Europe was class, in Eastern Europe it was national identity. What emerged in the East does not conform to conventional accounts of the social foundations of democratic corporatism, traditional authoritarianism or fascism. In Eastern Europe these regime-types were based primarily on ethnic, as opposed to class, coalitions. They involved distinctive modes of incorporating and excluding ethnic minorities. Through a detailed examination of Czechoslovakia and Poland we explore the different social coalitions on which authority was built and the circumstances under which the countries of the region made the transition from one regime-type to another. The depth of the ethnic divide meant that sustaining democracy in Eastern Europe required sidelining the urban bourgeoisie of the majority ethnic group from a dominant role in political life.
