Les services d’électricité canadiens doivent obtenir auprès de l’Office national de l’énergie une licence leur permettant d’exporter aux États-Unis. Des trois critères de prix utilisés par l’ONE pour évaluer les demandes, le deuxième soulève le plus de controverse; il requiert que le prix à l’exportation ne soit pas inférieur aux prix exigés dans les régions canadiennes connexes. Dans cette étude, ce deuxième critère de prix est analysé en terme d’efficacité économique, de redistribution entre les réseaux provinciaux interconnectés et d’incitation pour les services exportateurs à s’engager dans des contrats d’exportation rentables. Il s’avère que l’application de ce critère peut en général accroître le bien-être économique réalisé au Canada lorsque le service exportateur exploite un certain pouvoir de marché sur les réseaux provinciaux connexes; cependant une partie de ce gain prend la forme d’un transfert du service exportateur en faveur du service importateur. Il est possible que cet effet soit tel que des contrats rentables à l’exportation vers les États-Unis ne soient pas réalisés. Enfin, les arguments justifiant la réglementation fédérale des exportations d’électricité basés sur l’interfinancement en faveur des réseaux américains, de la discrimination des prix entre les autres réseaux canadiens et de l’influence négative sur la position concurrentielle des industries canadiennes semblent avoir peu de fondements économiques.
