Abstract
Située dans la plaine alluviale du Mékong, la ville de Phnom Penh doit faire face chaque année à un risque d’inondation aggravé. Les infrastructures doivent contenir la montée des eaux du fleuve, tout en assurant l’évacuation des eaux usées et pluviales. Leur absence d’entretien sous le régime khmer rouge a menacé la pérennité de la cité endiguée. Le recours à l’expertise internationale, renforcé à partir de 1992, a permis la reconstruction des réseaux et une meilleure évaluation de l’aléa par la reconstitution des séries de données. Mais les plus démunis restent les plus vulnérables aux inondations, toujours récurrentes à Phnom Penh.
