Abstract
L’article analyse l’articulation entre les concepts de négociation et de transaction sociale à partir de l’exemple des projets de tramway en France, à Strasbourg et Montpellier. Il examine les interactions entre une diversité d’acteurs dans ces « grands projets » urbains. Laissent-ils place à la négociation ? Sont-ils même seulement négociables ? Cette problématique repose sur une double grille de lecture : d’abord, l’outillage de la négociation — dans la gouvernance du projet et de la démocratie participative —, puis, pour rendre raison de ce qui n’est pas négocié, celui des transactions sociales — entre élus et techniciens, et aussi avec les habitants et les associations. Ceci amène à spécifier les deux approches, à travers les critères du formel et du dicible, mais aussi l’enjeu de la reconnaissance de l’altérité dans l’échange et, finalement, en distinguant des transactions de premier et de deuxième rang, sur un triple plan organisationnel, territorial et séquentiel.
