Abstract
Au Québec, l'intervention gouvernementale dans le domaine de l'habitation sociale est complexe. Cette intervention a pris et prend toujours la forme d'un éventail de programmes qui fait entrer en scène des acteurs qui appartiennent aux deux niveaux de gouvernement : le gouvernement fédéral et le gouvernement du Québec. Actuellement, cette intervention connaît une restructuration dont les aboutissants ne sont pas encore tous connus. La restructuration conduit à une forme de désengagement du gouvernement fédéral du secteur de l'habitation sociale, alors que le gouvernement québécois maintient son engagement mais en apportant certaines modifications à son intervention, notamment en faisant davantage appel au marché. De plus, le gouvernement québécois a proposé, dans son plan d'action de 1997, un scénario de décentralisation de la gestion des logements publics du type HLM vers les municipalités qui suscite d'importantes critiques et qui pose avec acuité la question de l'équité sociale. La restructuration de l'intervention étatique n'est pas neutre sur le plan de son impact puisque les femmes sont les premières bénéficiaires des programmes de logement social, ce dernier constituant, pour elles, un enjeu fondamental aux dimensions multiples.
