Le protocole de Madrid du 21 janvier 2008 introduisant la GIZC en Méditerranée est le premier traité international consacré à la gestion intégrée de cette zone fragile et convoitée. Dans le cadre du système de Barcelone, avec sa convention et ses six protocoles, il vise à promouvoir, à travers les zones côtières, envisagées comme espace de développement durable, un patrimoine naturel et culturel commun, au service de la coopération régionale approfondie entre les États côtiers. Le concept d’intégration, conçu comme processus dynamique de gestion durable, mobilise à la fois l’interaction entre les espaces terre-mer, les institutions, les compétences, les normes juridiques applicables et les instruments de mise en œuvre. Signé le 21 janvier 2008 par 14 États et entré en vigueur en novembre 2010, après ratification par 6 États, dont l’Union européenne, le protocole a nécessité, depuis 2001, de longues négociations pour sa préparation. Ceci, compte tenu de la substance des principes, des objectifs et des conditions qui structurent les ambitions de la GIZC. Compte tenu également de son originalité, de la dimension de la coopération internationale nord-sud en Méditerranée, de la diversité des expériences nationales ainsi que du faible nombre d’États déjà impliqués dans l’acceptation des exigences de ce nouveau système de gestion.
