Em meados do seculo XIX, a tecnologia militar naval sofreu grandes transformacoes no Brasil Imperio. Buscando acompanhar as rapidas inovacoes militares, a Secretaria de Estado dos Negocios da Marinha empreendeu estudos nesse sentido, apresentando ao Parlamento os projetos de renovacao dos meios flutuantes para atender as necessidades politicas do Imperio. Dentre essas necessidades, o combate ao trafico de escravos a partir de 1850, tornando-se um dos grandes argumentos nos debates parlamentares sobre as distribuicoes orcamentarias.
