Abstract
In “(Dis)connecting Alberta’s Tar Sands and British Columbia’s North Coast,” Philippe Le Billon and Ryan Vandecasteyen examine the conflict around the Enbridge corporation’s proposed Northern Gateway pipeline. Based on participatory action research, including interviews conducted during a 900 km kayaking trip in British Columbia, the authors argue that opponents of the project are trying to keep British Columbia “in the way,” thereby preventing the export of Alberta bitumen to China. To this end, the authors employ three “rescaling” strategies to broaden the decisionmaking process on the pipeline.
