Abstract

La crise de l’euro était prévisible. L’union monétaire a pour effet de modifier les règles de concurrence entre pays, devenus régions au sens de la science régionale. La crise que vit la zone euro depuis 2008 est le résultat de la collision frontale entre les forces économiques désenchaînées et l’absence d’institutions politiques pour y faire face. Le fonctionnement des unions monétaires est examiné en prenant la fédération canadienne comme exemple. Le cas espagnol est ensuite examiné, exemple type d’un pays périphérique durement frappé par la crise, accentué par la géographie économique polarisée de l’Europe. Deux conclusions en découlent : 1) La zone euro est encore loin des institutions nécessaires au bon fonctionnement d’une union monétaire, ce qui annonce d’autres lendemains difficiles ; 2) le défi européen est d’inventer une formule inédite d’union politique nécessaire à la bonne gestion de l’union monétaire compatible avec le maintien des souverainetés nationales.
