Land-use choices and zoning by-laws: appraisal and evolution in three Montreal South Shore cities Zoning by-laws and amendments specify permitted land-uses within municipalities. The essential objective therefore consists in indicating uses or sets of uses selected and authorized for different zoning areas of a municipality, bearing in mind the broad objectives of land-use planning. In three Montreal South Shore cities, Longueuil, Brossard and Boucherville, we hâve analyzed the types of land-use groupings that hâve been maintained through zoning by-law amendements between 1965-1973. These choices of land-use groupings reflect a particular concept of land-use? Do they reveal a « fonctionalist » concept of zoning? Within the dynamic perspective of zoning amendments, can we postulate an evolution of choice amongst land-use groups through time?
