Abstract
La notion, centrale en démocratie, d’obéissance à la loi s’est transformée au fil du temps, pour deux raisons : le sens de la norme a changé, et l’obéissance n’est plus conçue, dans les sociétés développées, en termes aussi radicaux qu’autrefois. Il en résulte une incertitude profonde sur le licite et l’illicite dont il est difficile d’imaginer les conséquences à long terme. À cet égard, l’auteur s’interroge particulièrement sur un phénomène nouveau : la « désobéissance » à la loi des organes de l’État chargés de l’appliquer, et en particulier de ceux qui relèvent de sa fonction exécutive.
