Abstract
Cet article se penche sur l’impact que la dévolution a sur les identités nationales en posant deux questions importantes. Premièrement, il cherche à savoir si la dévolution favorise l’émergence d’identités doubles – régionale et nationale – à l’intérieur d’un État et, deuxièmement, si la dévolution encourage la sécession ou si, au contraire, il s’agit d’une stratégie permettant d’accommoder la diversité nationale contenue à l’intérieur d’un État. Pour répondre à ces questions, l’auteur compare trois démocraties occidentales de tendance libérale – le Canada, l’Espagne et la Grande-Bretagne – qui comprennent toutes des minorités nationales territorialement définies – parmi lesquelles le Québec, la Catalogne et l’Écosse – dotées d’une identité très forte fondée sur leur croyance en une origine ethnique et historique propre.
