Abstract
La coordination de l’urbanisme et des transports collectifs est un objectif de la région métropolitaine de Montréal depuis plusieurs décennies. Le Transit-Oriented Development (TOD) en constitue la plus récente incarnation. Cette analyse des tenants et aboutissants du recours à ce concept met en lumière les dynamiques d’apprentissage collectif sur la planification spatiale du Grand Montréal depuis 2001, avec la création de la Communauté métropolitaine de Montréal (CMM). Elle révèle que les discours et surtout la teneur des politiques en matière d’urbanisme et de transport collectif se sont considérablement transformés jusqu’à placer le TOD au cœur des démarches métropolitaines. La volonté apparente de densification qui l’accompagne est le fruit d’un compromis politique inédit entre les parties prenantes de la région. Cette mise en scène d’un tournant durable vertueux soulève toutefois une foule de questions sur ses effets potentiels sur le territoire, les pratiques planificatrices et les dynamiques politiques du Grand Montréal.
