Abstract
L’intervention de l’État en matière de concentration et de propriété mixte des entreprises culturelles et des médias d’information découle, notamment, de deux a priori : l’un veut que la communication et la démocratie soient intimement liées, l’autre que le secteur privé soit motivé d’abord et avant tout par le profit. Ces a priori ont jadis guidé les politiques des démocraties occidentales, dont celles du Canada. Dans un monde en mouvance, façonné en grande partie par le discours du marché, ces a priori semblent dépassés. Aujourd’hui, le gouvernement du Canada favorise la création de gigantesques entreprises, comme si aucune prescription n’existait, et fait fi de ses traditions interventionnistes et, partant, des « doutes raisonnables » de ceux qui craignent les incidences négatives de la concentration et de la propriété mixte des entreprises culturelles et des médias d’information sur la qualité et la pluralité des contenus et de l’information.
