A quarter of century ago, Marshall McLuhan announced the so called 'global village', as being the planetary state, in which citizens can communicate among themselves almost instantaneous, and they will share, more and more, the same habits, beneficiating, in past unseen proportions, of the technical benefits of civilizations. Since then, it was crystallized the idea, that the key aspect of the relationship between the globalization and development is the inequity: in economic strength, in the capacity of having and administrating the own resources, in commerce and international economical relationships, in distributing the gains and the losses.
