Abstract
Social diversity is one of the central values associated with life in the city. But what are the implications of diversity for urban governance? Part of the answer to this question can be found by an exploration of the different meanings of local in the north and the south. But we should not assume that will automatically take place in many situations where extreme diversity is the norm. This proposition is evaluated by analysis of the cases of Toronto, Canada; Lusaka, Zambia; and Harare, Zimbabwe. Based on the case studies, the paper argues that good governance (the normative side of governance) and even the concept of itself may need refinement in situations where social and economic diversity is a major issue.
