Abstract
L’une des stratégies de régulation des médicaments a consisté au Québec en une politique du médicament. Ce projet s’est accompagné d’une vaste consultation populaire donnant lieu à la présentation de plus de quatre-vingts mémoires provenant de différents groupes d’acteurs. L’analyse quantitative et qualitative des discours et des enjeux éthiques met en relief des tensions dans la définition d’une politique qui essaie de tenir compte des contraintes économiques et sociales pour assurer à la fois le maintien d’un secteur pharmacologique concurrentiel et des valeurs comme la responsabilité, la sécurité et l’accès universel. Le contenu des mémoires des groupes concernés fait apparaître des convergences mais aussi des positions qui reflètent leurs intérêts propres dans la chaîne des médicaments.
