L’usage des médias socionumériques par les organismes publics : le cas du Québec

Abstract
Cet article vise à faire le point quant à l’usage des médias socionumériques par les organismes publics québécois, à l’aide d’une recension systématique des usages et d’entretiens semi-directifs avec onze communicateurs issus d’organismes publics. Partant des différents modèles de relations publiques de Gruning et al. (2002), de la théorie de la communication à double étage de Katz et Lazarfeld (1955) et du modèle de Chang et Kannan (2008), nous concluons que l’usage de ces médias par les organismes publics en est encore à ses balbutiements. Si plus de la moitié d’entre eux sont présents sur ces plateformes, la communication unidirectionnelle demeure privilégiée et le caractère limité des interactions avec les citoyens tend à conforter la théorie de la communication à double étage, où les possibilités de dialogue demeurent rares. Divers facteurs laissent toutefois présager l’adoption d’approches plus novatrices à moyen terme.
