Abstract
The Canadian Charter of Rights and Freedoms is commonly assumed to benefit the population. This article explains why the Charter might be considered to do more harm than good. That harm is not avoided by extending the jurisdiction of Administrative Tribunals to apply the Charter. The harm done by the Charter is explained under the topics shown on the headings below.
