Abstract
The idea of a covenant for the Anglican Communion was first canvassed in the Windsor Report (2004). The Lambeth Commission was established following the consecration as a bishop in The Episcopal Church (TEC) in the United States of a man openly living in an active homosexual relationship. Contrary to resolution 1.10 of the 1998 Lambeth Conference and to subsequent recommendations from the Primates' Meeting, this action in TEC galvanised opposition throughout the Communion and led to an acceleration of ultra vires interventions in TEC by bishops and primates from elsewhere in the Communion. In addition there was the prospect, and practice, of blessings of same-sex unions in TEC and in the Anglican Church of Canada.
