THERE IS VIGOROUS DEBATE about the appropriate roles of public and private finance in health care in many countries.How do different countries determine the mix of public/private health care funding?What is the role of the courts in determining who should receive publicly funded services and in what time frame?What is the potential for a "Patients' Bill of Rights" to address these kinds of issues?And what differences do we find in terms of performance when we consider different mixes of public/private funding?In this paper we examine six countries: Canada, the United States, the United Kingdom, New Zealand, Australia, and the Netherlands.We have selected these countries because they are of roughly similar wealth and, with the notable exception of the
