El presente ensayo pretende dar cuenta de la importancia que tienen las normas sobre el financiamiento de la política en general y de campañas electorales en particular. Ofrecemos una comparación entre la legislación vigente en la Argentina, la sancionada que entrará en vigor en el 2012 y la de los Estados Unidos: el objetivo es analizar los incentivos que se generan con unas y otras normas. La experiencia de Barack Obama y la microrecaudación de fondos para su campaña a través del uso intensivo de las nuevas tecnologías que permite Internet, ofrece lecciones que deben ser aprendidas por aquellos que piensan y reflexionan sobre los diseños institucionales y sus implicancias.
