In response to a perceived shift towards green building practices and an increased focus on energy efficiency in commercial office facilities management, in this report I examine the barriers and drivers related to deep retrofits for the purpose of developing recommendations for increasing the energy efficiency goals of future retrofit projects. Centered on the Financial District in Toronto, Ontario, I integrate the existing literature, interviews, and local case studies to indicate the current environment for whole building energy efficiency reductions. Recognizing deep retrofits as relatively new to the commercial real estate market, my ideas and recommendations include: corporate social responsibility reporting to build tenant demand; an easily accessible national energy labelling system; improving tools for benchmarking and industry knowledge; and providing innovative financial incentives.
