Al final de la Segunda Guerra Mundial, Canada quedo posicionada como segunda potencia mundial en terminos de ingreso per-capita, pero a partir de la segunda mitad de los anos ochenta, el pais paso a ocupar el cuarto lugar. Canada presenta un superavit fiscal y en la balanza de cuenta corriente, no obstante, ello no se traduce en mayor estabilidad de precios y mucho menos en mayor crecimiento, por el contrario, la inversion privada y la produccion presentan cada ano niveles de crecimiento cada vez mas lentos. Ni la estabilidad fiscal del Estado ni la mayor inversion por parte del mismo gobierno ha logrado frenar el estancamiento, este parece actuar de manera inmune a la intervencion o no intervencion del Estado, por lo que la recuperacion del pais exige encontrar nuevas propuestas que rebasen los marcos conceptuales predominantes. Una de las mejores alternativas para regresar al crecimiento elevado y sostenido consiste en elevar el salario de acuerdo a los aumentos logrados en los ultimos anos en productividad; ello intensificara sin lugar a dudas el grado de tecnificacion y de modernizacion de la produccion, lo cual desembocara inevitablemente en mayor nivel de crecimiento y grado de competitividad internacional.
