Abstract
19. yüzyılda Osmanlı taşra idaresinde yaşanan en önemli değişim şüphesiz temellerini II Mahmud'un attığı merkezileştirme faaliyetleriydi. Taşrada uzun bir geçmişi olan âyan ailelerinin güçlerinin sınırlandırılması ve merkezi denetimin yeniden tesis edilmesi esasına dayanan yeni devlet politikası etkilerini Doğu Karadeniz bölgesinde de gösterdi. 19. yüzyılın ilk otuz yılında bu bölge merkezi temsil eden valiler ile yerel güçler arasında sürekli bir mücadeleye sahne oldu. Bu mücadele döneminin bir sonraki aşaması olarak bölgede Tanzimat'ın uygulanmaya başlaması ve sadece idari değil mali anlamda da bir merkezileşmeyi ve yeni bazı uygulamaları ön görmesi çıkarları zedelenen geniş bir zümrenin ortaya çıkmasına neden oldu. Bu muhalif kesimin bir kısmı yeni sisteme entegre edilerek teskin edilse de Trabzon Eyaleti'nin doğusu gibi imparatorluğun bazı hassas bölgelerinde bu süreç biraz daha sancılı oldu. Osmanlı-Rus sınırında tampon bir bölge özelliği gösteren Acara'da 1840'tan 1846'ya kadar devam eden bir karışıklık dönemi Karadeniz Bölgesi'nin kendine has âyanlık sisteminin bir örneğini sergilediği gibi bölgenin gerek iç gerekse de dış gelişmelere karşı hassas yapısını ve kırılganlığını da göstermektedir. Bu bağlamda bu çalışma, Acara bölgesinin en önemli âyan ailelerinden olan Selim Paşazâdelerden Kör Hüseyin Bey'in ilki 1840; ikincisi de 1846'da ortaya çıkan ve aldığı destek ile bölgeyi anarşi ortamına sürükleyen isyanlarının ortaya çıkışlarını ve bölgedeki etkilerini Osmanlı ve Fransız arşiv kaynaklarıüzerinden değerlendirmeyi amaçlamaktadır.
