The author considers the governor’s report as a part of local administration system during the era of Nicholas I, covers the emergence and evolution of reports in the overall process of bureaucratization in the country and the complication of administration system, shows that “Instructions for Civil Governors” and reports were an organic part of Nicholas’s “conservative modernization”, and tells that the novelty of this article is the study of relationships between the supreme authorities and local administration through the consideration of the reports of the second quarter of the XIX th century, as there are few works on this period.
